Donna Rutter, CPA

Donna has over 30 years experience providing exceptional client service in Tax matters serving clients in public accounting. She focuses on C Corporations, LLCs, Partnerships, S Corporations, Corporate formation, Corporate Reorganization, Due Diligence and Tax Planning. Donna specialized in state tax matters, including Texas franchise tax, sales tax, property tax and other multi-state tax issues.

Donna earned her Bachelor of Science in Accounting from the University of Texas in Arlington and is a CPA licensed in the state of Texas. She is a Board member for the Texas Society of CPAs and currently serves on the Federal Tax Policy Committee. She has previously served on and Chaired the State Tax Committee, where she was awared the Outstanding Committee Chair in 2009,  the Legislative Advisory Committee, The Texas State Tax Planning Conference Committee and has served as an Executive Board Member. Donna is currently a member of the Texas Comptroller's Taxpayer Advisory Group where she has served in this role since 2008. She has testified on tax matters before the House Ways and Means Committee. 

Donna is a frequent lecturer on Texas tax issues and is a contributing editor to the Thomson/Reuters "Guide to Texas Franchise Tax"   In 2010, she was awared the AICPA's Chairman's Citation for her service to the profession related to Texas tax issues. 

In 2019, Donna was awared the "Great Women of Texas" Award for her dedication and service to the CPA profession and the Fort Worth Business Community. She has also served as a Board Member and Treasurer for Alliance for Children and on the United Way's Women in Leadership Committee.

Ed specializes in tax preparation and planning for C Corporations, S Corporations and Partnerships. He is responsible for financial statement compilations and reviews and works with clients to resolve monthly and quarterly accounting issues.

Ed joined the firm in 2001 under the leadership of Steven G. Newcom, CPA and continues to provide exceptional client service with the new leadership.  He is a graduate of University of Texas in Arlington with a Bachelor of Business Science with an emphasis in accounting.

Steve has more than 30 years of accounting, financial planning and analysis and operations management experience in a variety of industries. He teams with business owners to develop progressive strategies to lead companies through complex economic environments, facilitate new product introductions, handle complex accounting standard changes and position the company for growth. Steve creates custom financial reports and dashboards unique to a company's strategic objective and to achieve operational efficiencies and profitability.
Steve received his MBA from the University of Texas in Dallas and his Bachelor of Business in Accounting from Idaho State University. He is a licensed CPA in the state of Idaho, currently inactive as he has spent the last 8 years focused on developing technology tools to automate manual accounting and reporting processes for the benefit of business owners and shareholders.

Steven G. Newcom, CPA founded his firm in Fort Worth in 1986 and grew it into a successful CPA practice and valued community leader. We are fortunate to have Steve continue with Donna R Rutter CPA PC now that he has 'retired'. 

Steve will advise clients on IRS controversy, federal tax and accounting issues when he is not on the golf course, with his wife and family or at a Saginaw ISD Board meeting.

Mindy graduated from the University of Massachusetts Amherst with her Bachelor of Business Administration in Accounting in 2019. She  assisted clients by providing in tax accounting for over 2 years with Day Accountants LLC. She joined DR CPA in October 2021 and works diligently to serve clients through the preparation of individual and business tax returns, bookkeeping services, sales tax reporting, and payroll tax reporting.
